Medicare Retiree

Medicare-eligible retirees, survivors, long-term disability subscribers, terminated vested subscribers and Medicare-eligible dependents

UnitedHealthcare (UHC) Group will be conducting meetings available by phone and Webex on the Medicare Advantage Plan. To view the schedule, visit the UHC website and select select Open enrollment meeting schedule (pdf).

Preparing for Enrollment

Open Enrollment Options

  • Enroll, change or cancel medical, dental and/or vision coverage
  • Add, change or cancel dependent coverage

Adding Coverage

To enroll dependents, you must also be enrolled in the plan(s) and provide proof of eligibility for each dependent, if not previously submitted. You may enroll in different levels of coverage for medical, dental and vision plans. Proof of eligibility is due by November 20, 2023.

Retirees who are not already enrolled in medical, dental and/or vision coverage, cannot enroll in these plans during Open Enrollment. New dependents may only be added due to a life event. View Enrollment for more information.

Transferring Coverage

If you are a retiree and your spouse is either an active state employee or retiree, you may transfer to your spouse’s coverage or from your spouse’s coverage to your own as long as you are both eligible for coverage through MCHCP. You may transfer to either plan at any time it is advantageous to you, as long as coverage is continuous.

If you do not enroll during Open Enrollment and you are currently enrolled:

  • Active employees and Non-Medicare retirees in the PPO 750, PPO 1250 or HSA plans, will automatically be enrolled in the same plan through Anthem
  • Medicare retirees will continue in the Medicare Advantage Plan through UnitedHealthcare® (UHC)
  • TRICARE Supplement Plan members will continue in the same plan
  • Dental and/or Vision Plan members will continue at the same level

Married Employees

If you are an active state or Lincoln University employee married to another active state or Lincoln University employee, you each must enroll separately. If you cover children and wish to share a family deductible and out-of-pocket maximum for your medical plan, you must each enroll in the same medical plan and provide your spouse’s name and Social Security number at enrollment.

Lincoln University Employees

Virtual Meeting:

Lincoln University Employees are required to enroll in coverage during Open Enrollment (October 1-31, 2023) in order to be covered by MCHCP starting Jan. 1, 2024. To enroll, register for our secure online member portal, myMCHCP. (To access it, select the “myMCHCP” link in the upper left of the MCHCP homepage.) Once signed in to myMCHCP, employees can complete their enrollment online.

Flexible Spending Account

The State of Missouri offers a Flexible Spending Account (FSA) to active state employees, administered by ASI Flex. Employees are auto-enrolled to allow premiums to be deducted pretax. Employees in a PPO plan may enroll in the health care FSA, and employees in the HSA Plan can choose to enroll in a dental/vision FSA in addition to their HSA. Visit www.mocafe.com to learn more, and to set your contribution elections for next year.

Canceling Coverage

If you have coverage in any of the plans in 2023, and you do not want to continue it in 2024, you must cancel the coverage you do not want during Open Enrollment.

Retirees and their dependents who cancel coverage cannot re-enroll at a later date.

Completing your Enrollment — Enroll by Oct. 31, 2023

Online

(New HSA Plan subscribers must enroll online)

  • Log in to myMCHCP
  • Select Open Enrollment from the menu bar
  • Make coverage selections, and save or print your confirmation page
  • If you enroll more than once, the last enrollment will override previous ones

Fax

  • Complete your Open Enrollment worksheet
  • Sign and date the sheet
  • Fax to 866‑346‑8785

Mail

  • Complete your Open Enrollment worksheet
  • Sign and date the sheet
  • Mail to MCHCP

HSA Central

Payroll deductions are set to $0 at the end of each calendar year. If you wish to continue to contribute to your HSA account through payroll deduction for 2024, you can elect an amount through the Open Enrollment process or by selecting Coverage, the Future Coverage tab, and Edit next to the Optional Payroll Deduction amount in myMCHCP.

Strive for Wellness® Incentives

Active Employees and Non-Medicare retirees

  • Log in to myMCHCP
  • Select the Incentives icon
  • Complete the Incentive requirements by Nov. 30, 2023, to begin receiving the Incentives on Jan. 1, 2024
  • Spouses enrolled in MCHCP are also eligible for the Tobacco-Free Incentive

Proof of Eligibility

MCHCP requires proof of eligibility for covered dependents; for example, a birth certificate for your child or marriage license for your spouse. If you add dependents to your coverage during Open Enrollment, MCHCP must receive proof of eligibility by Nov. 20, 2023, or your dependents will not be added for coverage Jan. 1, 2024.

How do I submit Proof of Eligibility?

You can upload a PDF or JPG file of the proof of eligibility from your myMCHCP account. Go to the Upload Center, select Proof of Eligibility, and follow the instructions. If do not have a PDF or JPG file of your proof of eligibility, you can fax it to 866-346-8785 or mail it to MCHCP at PO Box 104355, Jefferson City, MO 65110-4355 or you can drop it off at our office. Be sure when you fax or mail it to include your identification (Name and MCHCP ID or Social Security Number) with it, so we know it is for your dependent(s).
