The Missouri Consolidated Health Care Plan was created through passage of state legislation in May 1992, and began operations in January 1994. In addition to providing coverage for most State of Missouri employees, the legislation also allows other public entities in Missouri to join the plan. A public entity is “A state-sponsored institution of higher learning, political subdivision or governmental entity which was created as a direct result of a state statute or local ordinance.”
