Essential Functions/Examples of Work:

Under the immediate supervision of the Executive Director, the individuals in this position will perform varied and complex tasks in completion of special projects involving a high degree of functional expertise in a matrixed environment.  The Project Manager is also responsible for the success and quality of complex projects, directing activities of project teams involved in the initiation, planning, startup, execution and closeout of project management processes.  The Project Manager manages projects in a manner that each project is completed consistent with expected budget schedule and project objectives; analyzes policies and practices for added value to MCHCP’s goals, objectives; recommends the elimination, creation, and revision of policies to meet business needs and goals; researches, plans, and executes special projects involving a high degree of expertise; coordinates and facilitates project teams in the completion of special projects; accountable for developing, reviewing, and implementing project plans; establishes project teams, identifies resources needs, selects members, and monitors project recommendations; conducts research on special communication marketing inquires and prepares responses; provides guidance to department managers; coordinates and conducts quality assurance reviews of the department’s actions and processes; identifies resource needs and works with department personnel to select members of project team; monitors project team recommendations for compliance with state and federal regulations, profession specific principles, department procedures, and management philosophy and directives; provides general instruction, assigning and reviewing work, providing guidance and instruction in the proper and most efficient methods of accomplishing tasks, and providing input to the Executive Director; performs other duties as needed or assigned by the Executive Director.

Knowledge, Skills and Abilities/Minimum Qualifications:

  1. Bachelor’s degree from an accredited college or university in business, finance, Business Administration, Human Resource Management, or field related to area of supervision.
  2. Prefer at least ten years of experience in positions demonstrating a knowledge and application of laws, regulations, policies, and procedures.
  3. Considerable knowledge of the general principles of project management and supervision, and knowledge of office management procedures.  Must be able to proficiently manage multiple priorities and multiple staff with distinct personalities and management styles.
  4. Extensive knowledge of insurance and various health care delivery and reimbursement services required; some knowledge of claims payment procedures, HMO’s, PPO’s and medical terminology also preferred.
  5. Thorough knowledge of the principles, theories and practices of modern executive and administrative planning, management and control.
  6. Ability to establish and maintain effective working relationships with elected and appointed officials at all levels of government, the media, MCHCP Board of Trustees and other management staff, MCHCP employees, MCHCP members and the general public.
  7. Ability to request, interpret and utilize complicated reports.  Must possess strong organizational skills and be detail oriented.
  8. Skills in evaluating the impact of policy decisions; some knowledge of basic accounting principles and practices and basic human resources principles and practices helpful.
  9. Extensive experience using personal computers required; knowledge of project management tools, company websites and e-communication procedures helpful.
  10. Ability to meet deadlines as assigned by the Executive Director.
  11. Must be able to work in a matrixed environment.
  12. Must be able to quickly adapt to changes in the highly dynamic field of managed health care.
  13. Excellent interpersonal skills, work ethic, work history and attendance record required.
